Data Facilities Data Centers Appoints Roy Premchand as Interim Commercial Director

Appointment strengthens DFDC’s commercial team as the carrier-neutral campus in The Hague prepares Phase II and builds out its position as a carrier hub between north and south

THE HAGUE, the Netherlands, September 3, 2026. Data Facilities Data Centers (DFDC), the carrier-neutral colocation operator based in The Hague, today announced the appointment of Roy Premchand as Interim Commercial Director, effective August 2026. The appointment comes as DFDC prepares its next step: Phase I of its THG1 facility is largely sold, its proprietary BareFABRIC network platform is live, and building plans for Phase II are in their final stage.

DFDC is part of Ellada Holdings, the infrastructure group founded and led by Savvas Bout. Ellada took over the site in 2023 and acquired the building itself, THG1, in 2024. That purchase set a full retrofit in motion, which began in 2025 and turned THG1 into a concurrently maintainable facility built around the needs of cloud, network and infrastructure businesses, rather than a byproduct of a single hosting brand.

THG1 is designed for 3.5 MW of gross capacity. Resilience is built in layers: separate chilled-water loops for the cooling plant, electrical separation across three automatic transfer switches, and three generator-backed UPS clusters, each built N+1 at the module level. Phase I is built, operational and largely sold, with thousands of servers installed in the past nine months; a limited number of cabinets and power remain available ahead of Phase II. The facility supports up to 20 kW per air-cooled cabinet, a density few operating facilities can deliver, and can turn around new cabinets of up to 8 kW within one business day. It is ISO 9001, ISO 27001 and SOC 2 certified, meets the highest physical security classifications, and offers a 99.99% uptime SLA.

Connectivity is where THG1 stands apart. Twenty-five networks are present in the building, and the number keeps growing. Traffic heading south out of Amsterdam is often assumed to have one way out, through Rotterdam. It has two. The Hague sits within the 80-kilometre marker of both metros, with fault-tolerant, path-diverse routes to each, which makes it the natural regeneration point on the north–south corridor. DFDC is building THG1 into the carrier hub that gives networks that second path. BareFABRIC, DFDC’s own metro fabric spanning ten locations across the Netherlands, extends that ecosystem to every customer port with native peering and L2 EVPN transport included.

The appointment comes as the data center market continues to shift. Grid capacity in established hubs such as Amsterdam has grown increasingly constrained in recent years, prompting operators to look beyond the traditional metro for the power and headroom their growth plans require. The Hague, with its own carrier ecosystem and its position between the Amsterdam and Rotterdam metros, has emerged as one of the markets absorbing that demand, and DFDC’s Phase II is planned with exactly that shift in mind.

DFDC’s proposition is built by operators, for operators. Ellada runs its own IaaS and bare-metal business from the same building, so it knows what drives a cloud provider’s economics: gross margin depends heavily on the cost of running racks, from rack-and-stack, cabling and remote hands to 24x7 support and the ability to add capacity in days rather than quarters. That positioning is aimed at three groups of customers: cloud and IaaS providers seeking a second site or a first foothold in the Netherlands; managed service providers in need of a colocation partner rather than a landlord; and DCaaS operators and infrastructure businesses for whom power per cabinet and redundancy, rather than floor space alone, determine where they locate. Customers who need compute rather than cabinets can draw on Netrouting’s GPU and bare-metal lineup from the same facility. Premchand’s mandate covers all three groups, in addition to DFDC’s existing network-operator and content-delivery customer base.
